Manhattan Casino Hopes End as Freedom Plaza Rejected 4–2

Five proposals outside Manhattan, including Yonkers, still need local signoff before state licensing decisions expected in December.

  • The six-member Community Advisory Committee voted down the Soloviev Group/Mohegan plan near the U.N. 4–2, preventing it from advancing to state regulators.
  • With the defeat, all Manhattan bids are out, leaving five contenders in Queens, Brooklyn, the Bronx and Yonkers that must clear CAC votes by Sept. 30 ahead of final awards later this year.
  • The vote followed a familiar pattern, with appointees of Gov. Kathy Hochul and Mayor Eric Adams supporting the project while members named by local Midtown East officials opposed it.
  • Developers had just pledged to make all 1,080 apartments permanently affordable and proposed an $11–$11.2 billion complex featuring a subterranean casino, two hotels, a park and a museum.
  • Local elected officials backed the rejection citing congestion, public safety and quality-of-life concerns, while Mayor Eric Adams emphasized potential jobs and revenue and expressed surprise at earlier no votes.
