Manhattan Casino Hopes End After Panel Rejects Freedom Plaza Bid

A two‑thirds local approval threshold has shut out Manhattan, leaving Queens, Brooklyn, the Bronx, plus Yonkers in focus before Sept. 30 votes.

Overview

  • Manhattan’s last proposal, the Soloviev Group–Mohegan Freedom Plaza near the U.N., failed on a 4–2 Community Advisory Committee vote, ending all borough bids despite a late pledge for 1,080 permanently affordable units.
  • In all three Manhattan cases, appointees of Gov. Kathy Hochul and Mayor Eric Adams voted yes while representatives of local elected officials voted no, underscoring a consistent split on the panels.
  • Five proposals remain in contention: Resorts World at Aqueduct (Queens), MGM Empire City (Yonkers), Steve Cohen’s Metropolitan Park next to Citi Field (Queens), Bally’s at Ferry Point (Bronx) and The Coney in Coney Island (Brooklyn).
  • Votes for the two existing racinos — Resorts World and MGM Empire City — are scheduled for Thursday, and both are widely viewed as strong contenders because they already operate large gaming facilities.
  • Brooklyn’s Coney Island bid faces headwinds as multiple committee members have publicly signaled opposition ahead of a required vote by Sept. 30, after which qualifying bids move to the state board that aims to award licenses by December.
