Man Shot by Off-Duty NYPD Officer at Penn Station Charged; 7 Train Stabbing Suspect Arraigned

  • In a separate incident, 21-year-old Luis Pallchisaca was arrested and arraigned in Queens on attempted murder, assault, and weapon possession charges for an unprovoked stabbing on a southbound No. 7 train; bail was set at $500,000 cash or $1 million bond.
  • Prosecutors said the 25-year-old 7 train victim remains in critical condition with severe throat and back wounds, including larynx damage that required a breathing tube.
