The man attacked the girls in anger after authorities denied him an identity document.
The attack occurred in December 2022 in the German town of Illerkirchberg.
The surviving victim suffered serious injuries but survived the attack.
Despite being eligible for early release after 15 years, the man is unlikely to be released from prison.
