Man Jailed 15 Years for Blowing Up ULEZ Camera in Sidcup

A judge ruled the attack had a 'terrorism connection', triggering stricter post‑release controls and reflecting prosecutors' view that politically motivated attacks on infrastructure will be treated as terrorism.

Overview

  • Kevin Rees was sentenced at the Old Bailey on 2 October 2026 to 15 years in prison with a further year on licence after a jury found him guilty of causing an explosion likely to endanger life.
  • Prosecutors said Rees placed and detonated a home‑made metal cylinder filled with explosive black powder beside a newly installed ULEZ enforcement camera in Willersley Avenue, Sidcup on 6 December 2023 and then walked away before it exploded.
  • The blast threw shrapnel up to about 100 metres, damaged cars and homes including the outside of a child's bedroom and narrowly missed injuring members of the public, police said.
  • Counter Terrorism Policing London and the CPS built the case from bus and street CCTV, route and timestamp analysis, forensic examination of explosive residue and purchases of chemicals, and the defendant's anti‑ULEZ social media posts.
  • Rees was also convicted of three counts of possessing prohibited weapons after police found three home‑made stun guns at his home and officials say the sentence is intended to deter others from escalating protest into violent acts.
