Man, 19, Detained After Scaling Parliament Wall Near Garuda Gate

Officials opened a multi-agency probe and introduced proactive checks around Raisina Road after filing an FIR.

As per Delhi police officials, this security breach at the Parliament took place at 6 AM today.
In a security breach, a man scaled a wall of Parliament on Friday morning but was caught by security personnel and handed over to police.

  • Police identified the detainee as Ram Kumar Bind from Bhadohi, Uttar Pradesh, a factory worker who had been in Surat, and said he appeared mentally incoherent with no incriminating items found.
  • He scaled the boundary from the Rail Bhavan side using a tree in the early morning hours, with reported timings ranging from about 5:50 to 6:30 am, and was stopped near the Garuda Gate.

  • A Delhi Police officer later said a medical examination indicated amnesia, and verification of his background and motives is ongoing.
  • Under new proactive SOPs, CISF intercepted a separate suspicious man on Aug 23 on Raisina Road near Parliament; nothing incriminating was found and he was handed to police.
