  • It will impose a variable entry fee on extra non-resident vehicles and establish a maximum number of rental cars allowed on the island.
  • Electric and other zero-emission vehicles will receive priority under the proposed rules.
  • Residents, vehicles for people with reduced mobility, emergency services, security forces, and commercial freight transport will be exempt from the new limits.
  • Officials plan to enact the final law by summer 2026 in response to a 108% increase in vehicle arrivals since 2017, which reached nearly 400,000 in 2023.
