  • On June 13, island council president Llorenç Galmés unveiled a 30-page draft law restricting non-resident second-home owners to one vehicle per property
  • The draft introduces a levy on vehicles arriving by ferry with exemptions for residents, second-home owners, trucks and people with disabilities
  • It sets an overall cap on cars allowed on Mallorca’s roads, chiefly targeting rental fleets to reduce congestion
  • Violations could incur fines from €300 to €30,000 as well as vehicle confiscation or a four-month driving suspension on the island
  • The legislation remains in draft form and must clear council debate and a parliamentary vote before its expected rollout in 2026
