Overview
- Thomas Welch, 54, of Fairfield turned himself in at the Winslow Police Department and is charged with aggravated criminal mischief and aggravated reckless conduct.
- Authorities say shots were reported between about midnight and 4:15 a.m. at substations in Windsor, Winslow and Augusta, with the first response at Coopers Mills in Windsor around 12:15 a.m.
- Officers at each site found evidence consistent with gunfire and damage to electrical installations, and investigators believe the incidents are similar in nature.
- No injuries were reported, and officials said there is no threat to the public.
- Central Maine Power said power was quickly restored to any impacted customers and crews continue to assess damage as Maine State Police, Winslow police and Augusta police investigate.
