Maharashtra Unveils Draft Rules for Ride-Hailing, Capping Surge Fares and Platform Fees

Public comments run through October 17 on a framework aligned to central guidelines that sets fare caps, driver-hour limits, licensing requirements and safety features.

  • The draft Maharashtra Motor Vehicle Aggregator Rules, 2025 were published on October 10–11 with a consultation window open until October 17 before final notification.
  • Pricing controls include a 1.5x cap on surge over the RTA-set base fare and a floor at 75% of base, with a convenience fee limit of 5% and total deductions capped at 10%.
  • Driver safeguards set a 12-hour daily login maximum with a mandatory 10-hour rest, require a 30-hour induction program, and suspend sub–two-star drivers pending remedial training.
  • Aggregators must obtain STA or RTA licences (Rs 10 lakh statewide or Rs 2 lakh per district) and maintain security deposits of Rs 10 lakh, Rs 25 lakh or Rs 50 lakh based on fleet size; licences are valid for five years.
  • Apps must support Marathi, Hindi and English, hide destinations until ride acceptance, enable live location sharing and accessibility features, offer optional trip insurance up to Rs 5 lakh, and restrict vehicles to age limits of nine years for autos/cabs and eight years for buses.
