Maharashtra Sets November 30 as Final Deadline for High-Security Registration Plates

The state transport department issued the order to curb persistent compliance gaps by warning of service restrictions from December 1 with exemptions only for owners holding confirmed fitment appointments

Overview

  • The transport department extended the HSRP installation deadline to November 30, 2025 and declared it the final window for compliance
  • Special enforcement squads will begin legal action on December 1 against vehicles without HSRP while RTOs must block key services for non-compliant vehicles
  • Vehicle owners with fitment appointments confirmed before November 30 will be exempt from penalties until their scheduled installation date
  • Statewide figures show roughly 68 lakh appointments booked and 47 lakh plates installed out of about 2.10 crore pre-2019 vehicles
  • Nagpur RTO data indicate only 40% of eligible vehicles have booked appointments and just 27% have completed installation amid capacity constraints and booking glitches
