Overview

• The Urban Development Department on September 25 issued a DCPR 2034 notice to change the 6.40‑hectare Worli Dairy plot from residential/dairy to commercial and invited objections and suggestions.
• Once final orders are passed, the state intends to monetise the seafront land by leasing it to private entities for commercial development.
• MMRDA sought control of the site in January 2024, and in April 2025 the chief minister said the agency would prepare draft planning proposals for the plot as the Special Planning Authority.
• A Free Press Journal report says a government decision grants MMRDA Class 1 occupancy rights that would allow it to allocate and dispose of plots without further approvals, a claim not reflected in the UDD notification.
