Maharashtra Cabinet Centralizes Major Produce Markets under New APMC Amendments

The law change sets the stage for the rollout of a single unified e-NAM license alongside an expansion of state control to more high-turnover markets.

Overview

  • The Maharashtra Cabinet approved amendments to the 1963 APMC Act that declare major produce markets as nationally notified committees under the 2017 Central Model Act.
  • Major yards in cities including Navi Mumbai, Pune, Nagpur, Solapur and Latur will now operate under direct supervision of the state’s Department of Marketing.
  • The annual turnover criterion for markets to qualify as Nationally Notified Market Committees has been lowered to 80,000 metric tonnes to widen coverage.
  • A dedicated cadre of state-appointed secretaries funded by supervision fees will oversee market boards and enforce regulations.
  • Local supervision committees have been established and preparations are underway to roll out a single unified trading license under the e-NAM initiative.
