Maharashtra Approves Cancer Care Policy, Launches MAHACARE for 3-Tier Statewide Network

The move channels new state and insurance-linked funds to bring specialised cancer services closer to patients across districts.

Overview

  • Tata Memorial Hospital is designated the L-1 apex centre atop a new three-tier system that adds eight L-2 regional hubs and nine L-3 district hospitals.
  • MAHACARE Foundation will coordinate services, with the Chief Minister as chair, Deputy Chief Ministers as vice-chairs, senior ministers and officials as directors, and a healthcare expert to be appointed CEO.
  • The cabinet sanctioned ₹1,529.38 crore for L-2 centres, ₹147.70 crore for L-3 centres, and a ₹100 crore initial corpus for MAHACARE, which will also receive 20% of Mahatma Phule Jan Arogya Yojana fees and can raise CSR, grant and trial funds.
  • L-2 centres will run postgraduate and super-specialty oncology programs, while L-2 and L-3 sites will provide radiotherapy, chemotherapy, surgery, palliative care and expanded daycare services alongside prevention, awareness and research initiatives.
  • Equipment and staffing at L-3 centres will be arranged through PPP models except at Shirdi Saibaba Sansthan Hospital, and a command-and-control mechanism will coordinate the 18 designated hospitals as implementation begins.
