Maharashtra Announces Pagadi Redevelopment Framework and SGNP Rehabilitation Plan

Low-income tenants would receive free reconstruction support under the proposed rules.

Overview

  • The state will introduce dedicated rules for Mumbai’s rent-controlled pagadi buildings, covering about 19,000 structures with roughly 13,000 awaiting redevelopment as an additional option alongside Sections 33(7) and 33(9).
  • Tenants would receive built-up area equal to what they now occupy, owners would get FSI for their land, and any balance that cannot be used due to limits could be issued as TDR.
  • Economically weaker and very low-income pagadi holders would get incentive FSI and cost-free reconstruction of their homes under the framework.
  • To clear bottlenecks, the government plans additional fast-track courts to dispose of around 28,000 tenant–landlord disputes within three years, subject to High Court approval.
  • A separate SGNP policy will relocate roughly 25,000 slum residents to NDZ sites within a 5‑km radius and rehabilitate tribal families nearby, with MRTP Section 37(1k) amendments completed and notification underway.
