Madrid Moves to Extend Meter Hours and Expand Regulated Parking to 22 Neighborhoods

Initial approval launches a phased plan that depends on district sign-off.

Overview

  • The City Council is set to grant initial approval to a revised Sustainable Mobility Ordinance that replaces a rule partly annulled by the courts.
  • The measure allows the city to run meters past 9 p.m. on weekdays, beyond 3 p.m. on Saturdays, and on Sundays and holidays in zones designated as high intensity, with extensions maintained only while demand persists.
  • Regulated parking will reach 22 neighborhoods across seven districts, including first-time coverage in Puente de Vallecas and Moratalaz, subject to district board approval after consultations with residents and associations.
  • Rollout will occur in two phases: 11,372 spaces activated by December 31, 2029, and a further 66,120 by December 31, 2035, taking the SER network to a projected 258,985 spaces, a 42.7% increase from today.
  • Low-emission rules remain central to the ordinance, and the city will soon clarify whether vehicles without emissions labels registered in Madrid face a January 1, 2026 circulation ban or a temporary reprieve.
