Madrid Lowers Minimum Age for Carné Joven to 12

Regional officials expect roughly 130,000 additional 12–13 year-olds to gain access to the card’s discounts, travel insurance, and European portability

Overview

  • The change, which took effect Wednesday, was announced by regional minister Ana Dávila and opens free Carné Joven applications to residents aged 12 and older.
  • The government estimates about 130,000 more 12–13 year-olds will join a program that already counts roughly 740,000–744,000 current holders.
  • The card offers more than 1,000 discounts on leisure, culture, sport and retail, includes a free travel insurance and a summer free-pools campaign, with discounts at venues such as Cinesa, Parque de Atracciones and PortAventura.
  • Parents or legal guardians must submit applications for children under 14 and requests can be made in person at three central youth offices and 68 municipal offices or online via Tramita and Cuenta Digital.
  • The Carné Joven is part of the European Youth Card Association, so holders benefit from use in 37 countries, and the region said the expansion builds on last year’s growth of about 12% and more than 78,800 new registrations.
