Madrid Breaks Ground on Ciudad de la Justicia After Two Decades of Delays

The project shifts to a public-funded build that targets full operation in 2029.

Overview

  • President Isabel Díaz Ayuso formally launched construction in Valdebebas with a ceremony that included planting an oak as excavators began earthworks.
  • The complex will centralize 378 judicial bodies now spread across 26 locations into roughly 470,000 square meters that officials describe as the largest judicial campus in the world.
  • The regional budget for the build is about €653 million, and projected rent and efficiency savings of roughly €50–€80 million a year are government estimates.
  • The schedule foresees first deliveries by late 2026 for the High Court, the Provincial Court and 105 civil courts, most jurisdictions in 2027, penal services in 2028, and full completion now targeted for 2029.
  • Contracts for initial lots were awarded to OHLA–Azvi–Rover for €161 million to build the High Court, Provincial Court and parking, and to DragadosAcciona for €378 million to deliver civil, penal and prosecution facilities.
