Madrid Authorizes Developers to Begin 13,371 Homes in Valdecarros

The city will let building and urbanization work proceed at the same time to speed delivery of new housing under a wider southeast expansion plan.

  • The Área de Obras y Equipamientos has approved simultaneous execution of urbanization and building works for Valdecarros’ first tranche, allowing promoters to start erecting 13,371 homes once they secure individual construction licences.
  • Valdecarros is a 19 million m² development planned in eight stages for about 51,000 homes and roughly 150,000 residents, with around 55% of units subject to some public protection regime.
  • The municipal design reserves nearly 40% of the site for green space, plans more than 110,000 trees, and includes over 127 km of cycleways and pedestrian paths so every home will lie within short walking distance of a park.
  • The simultaneity policy has already been applied to three other southeast projects—Los Cerros, Los Ahijones and Los Berrocales—so 31,525 homes across the four developments are now eligible for construction and 5,219 are already under construction with 110 completed in Los Berrocales.
  • City officials say the measure aims to unblock housing supply and speed affordable home delivery; the step could bring earlier construction activity but promoters must still obtain individual licences and broader urbanization work will continue in parallel.
