Madras High Court Backs Chennai Waste Outsourcing as City Delays Further Rollout

The court ordered negotiations to ensure temporary workers receive at least their last drawn wages.

Overview

  • Rejecting petitions to quash GCC resolutions, the court allowed outsourcing in Zones V and VI and told the Corporation to secure last-drawn pay or higher for temporary workers.
  • Greater Chennai Corporation has put additional work orders for remaining zones on hold until after the 2026 Assembly elections, according to officials including the Deputy Mayor.
  • Delhi MSW Solutions, through Chennai Enviro Solutions, has begun absorption, saying it needs 3,809 workers, has recruited 1,770, and has taken in about 275 SHG workers with a ₹3,000 joining bonus offered through August 31.
  • GCC’s filing states workers will receive appointment orders, insurance cover, leave, and a net monthly salary of ₹15,357, while the company’s cost to company is ₹20,136 per worker.
  • Workers who protested for 13 days outside Ripon Building fear lower take-home pay and demand regularisation, and police cleared the site following a High Court directive.
