The court also issued an order against fixing the percentage of reservation in promotion

Overview

  • The cabinet approved the Madhya Pradesh Public Service Promotion Rules 2025 on June 17, clearing a backlog of promotions stalled since 2016 due to legal challenges over reservation.
  • Twenty percent of promotional posts are reserved for Scheduled Tribes and 16 percent for Scheduled Castes under a structured merit-cum-seniority mechanism.
  • Officials estimate that roughly 400,000 state employees will benefit from the resumed promotions while around 200,000 new vacancies emerge across departments.
  • The policy abolishes the rotation system, sets merit-seniority criteria for Class I promotions and suitability-based advancement for Class IV positions.
  • Lawmakers also sanctioned a ₹5,163 crore capital investment plan for the Madhya Pradesh Power Transmission Company Limited to upgrade the state’s electricity network.
