Lula Temporarily Removes Three Ministers To File 2026 Budget Amendments

Acts published in the Diário Oficial da União on Thursday formalized the temporary exonerations of Celso Sabino (Tourism), André Fufuca (Sports), and Carlos Fávaro (Agriculture). Sabino and Fufuca reassume seats in the Chamber of Deputies to file 2026 budget amendments, and Fávaro returns to his Senate mandate for the same purpose. The filing window for parliamentary amendments to the 2026 Budget (PLN 15/25) closes Thursday after the Chamber’s 30 permanent committees finished voting on their proposals. Government notes and reporting say the ministers are expected to be reappointed and back in their posts as soon as Friday, November 14. Valor reports that Ports and Airports Minister Silvio Costa Filho may also be temporarily exonerated for the same purpose.
