Overview
- The provisional measure was signed by President Luiz Inácio Lula da Silva on Tuesday, October 13, 2026, and took immediate effect while requiring approval by Congress within 120 days to become permanent.
- The rule divides duties across three stages so that the originating provider must authenticate calls, transit operators must preserve that authentication, and the terminating provider must verify authentication before completing a call.
- Calls that arrive at termination without valid authentication must be blocked unless Anatel defines specific exceptions, and operators must also interrupt calls and messages that use access codes that do not follow agency rules.
- The measure creates a single numbering database under Anatel that will show number holders and, for companies, display corporate name, CNPJ and logo to recipients with operators required to keep the data current.
- Abusive originators can be temporarily blocked for 15 days if one access makes more than 1,000 calls in a day or more than 10,000 in total and at least 85% of their calls are 'short' (unanswered, to voicemail, or answered under six seconds); Anatel has 60 days to issue technical rules and some limits become enforceable in 30 days, forcing operators to upgrade authentication, signaling and database interfaces.
