Overview

  • President Luiz Inácio Lula da Silva sanctioned the conversion law on Wednesday, August 5, making the freight-floor policy legally binding and formalizing rules first introduced by the March provisional measure.
  • The law requires pre-trip CIOT registration, orders semiannual freight-table updates and forces ANTT to publish new rates within three business days when fuel prices move 5% or more.
  • ANTT gains expanded enforcement tools to punish violators, including fines up to about R$1 million, suspension or cancellation of RNTRC registrations and stepped penalties that now also reach intermediaries and digital freight platforms.
  • The text broadens the Procargas support program for fleet renewal, rest points, training and financing access while keeping value-setting with ANTT after the Senate removed a proposed R$5,000 numeric salary floor.
  • President Lula vetoed a Congressional provision that would have wiped fines from the 2022 road blockades and other contested clauses, a decision published on August 6 that Congress can sustain or overturn while ANTT begins rulemaking for implementation.
