Lula Re-Elected to Fourth Term After Runoff Turnaround

The victory followed a large second-round swing and now faces legal challenges while a strengthened PL presence in statehouses and Congress will limit Lula's governing room.

Overview

  • Official tallies showed Luiz Inácio Lula da Silva won the Oct. 25 runoff with 64,256,232 votes (51.79%) versus Flávio Bolsonaro's 59,826,041 votes (48.21%), giving Lula a fourth direct term and the largest nominal vote total in Brazil's history.
  • Lula added roughly 10.4 million votes between the first and second rounds, a surge helped by higher turnout and intensive ground and digital mobilization including a large WhatsApp campaign.
  • The nationwide map revealed a sharp divide: Lula carried the Northeast and most large cities while Flávio led across many interior municipalities, winning 14 state capitals and leaving a 13-to-13 split of states with the Federal District for Flávio.
  • Voting-day disputes prompted interventions by the Supreme Court and the electoral court over limited extensions of poll hours, and Flávio Bolsonaro announced he will seek annulment or legal challenges to the result.
  • Despite the win, Lula begins a term on Jan. 5, 2027 that analysts say will face constraints from a stronger PL bloc of governors and a larger right-leaning congressional presence, which could narrow the chance of passing major spending or policy measures.
