Lula Installs Rio Doce Reparations Council to Direct R$5 Billion Social Fund

The new participatory council becomes the decision-maker for a R$5 billion social fund under a decentralized implementation model.

  • President Luiz Inácio Lula da Silva announced R$1.6 billion for new SUS services in 48 affected municipalities, including hospitals, UBS, UPAs, CAPS and policlínicas.
  • The council’s mandate covers seven program areas that include popular and solidarity economy, food security, popular education, social and environmental technologies, sports and leisure, local culture and media, and defense of land and territory.
  • The repactuação replaces the centralized Fundação Renova approach with council-guided execution, as reporting differs on the total package size, with Agência Brasil citing R$100 billion over 20 years and G1 describing a R$170 billion framework.
