Lula Inaugurates COP30 Works in Belém, Courts World Leaders, Answers Lodging Concerns

The visit showcased COP30 legacy works, with cruise ships alongside targeted guarantees proposed to expand accommodations.

Overview

  • Lula opened Belém’s Una sewage treatment plant, rated to treat up to 475 liters per second for more than 90,000 residents across 10 neighborhoods after a project first contracted in 2008 was restarted in February.
  • He inaugurated the Parque Linear da Nova Doca, a 24,000 m² corridor along 1.2 km of canal financed with roughly R$312 million from Itaipu Binacional, alongside new sewer infrastructure including the Ver-o-Peso system tied into the ETE Una.
  • In the Marajó archipelago, the government delivered three schools and issued orders to resume seven education works, part of a plan covering 22 daycare centers, 51 primary schools, 22 courts and two technical high schools, while pledging action on potable water access.
  • Positioning Belém as the rightful host, Lula invited Presidents Donald Trump, Xi Jinping and Javier Milei, declared the meeting the “COP of truth” and criticized officials who left public works stalled.
  • To ease lodging strains, authorities are bringing in two cruise ships, encouraging home-stay offers and pledging support for African delegations, though diplomats continue to report very high hotel prices and say fewer than half of countries have fully secured rooms as organizers insist logistical concerns have eased.
