Lula Authorizes Push to End Mandatory Driving School for Brazil’s CNH

A 30-day consultation will guide a Contran rule focused on preserving exams with cheaper, flexible training options.

Overview

  • The Transport Ministry will post the draft on the Participa + Brasil platform on Thursday for 30 days of public comment before submitting it to Contran.
  • The proposal would remove the obligation to take classes and minimum hour loads, keep theoretical and practical exams, and allow preparation via CFCs, accredited distance learning or Senatran materials, with practical training by credentialed independent instructors.
  • The initial implementation would cover categories A and B for motorcycles and passenger vehicles.
  • The government projects up to an 80% reduction in the cost of obtaining a license from current averages of roughly R$3,000 to R$4,000, citing millions of unlicensed drivers.
  • State Detrans and sector entities, including the National Association of Detrans, oppose the change, warning about training quality and potential closure of around 15,000 driving schools.
