Low Interest Rates Drive Industry Use of Constitutional Development Funds

The new CNI–MIDR survey points to raising awareness, easing bank procedures, increasing industry uptake.

Overview

  • The CNI–MIDR survey published on July 15, 2026 found that 94% of industrial firms that sought credit from the constitutional funds between 2022 and 2025 cited below-market interest rates as their main reason for applying.
  • About 38% of surveyed companies said they did not know the funds existed and another 38.5% of those who knew but did not apply cited bureaucracy or slow analysis as the key deterrent.
  • Most financed operations supported long-term, structural investment with 56% of borrowers using funds to buy machinery and equipment and 22% to modernize or expand plants and warehouses.
  • Beneficiaries reported strong positive effects: 88.6% judged the impact favorable, 52% received the exact amount they asked for, 10% obtained no operation, and 68% said they were satisfied overall.
  • The funds are public regional credit lines (FNO, FNE, FCO) intermediated by regional banks that set application rules and guarantee demands, so the survey’s authors say better outreach and simpler bank procedures could broaden industry access and deepen local development gains.
