Long Beach Driver Booked in October Fatality, Linked by Forensics to Separate Crash That Killed Two

  • The Oct. 6, 2025 incident fatally injured bicyclist Raul Augustin Gallopa near East Fourth Street and Bonito Avenue; Owens was initially arrested on suspicion of reckless driving and released.
  • A separate case on the January crash will be presented to the Los Angeles County district attorney for charging consideration, and Owens’ bail was set at $200,000.
