London Raises Congestion Charge to £18, Ends Full EV Exemption

TfL says the overhaul targets congestion by shifting incentives to Auto Pay discounts for cleaner vehicles.

Overview

  • From January 2, the daily fee in the central zone rises from £15 to £18, with late payment within three days costing £21; charging hours remain 7am–6pm on weekdays and noon–6pm on weekends and bank holidays.
  • Electric cars now pay with a 25% Auto Pay discount (£13.50 per day), while electric vans, HGVs and quadricycles receive 50%, with discounts scheduled to taper to 12.5% for cars and 25% for vans from March 4, 2030.
  • Drivers already on the 90% Residents’ Discount keep it regardless of vehicle type, but new applicants from March 1, 2027 qualify only with an EV; TfL says the changes avert about 2,200 extra vehicles on an average weekday.
  • The UK government has confirmed a national pay‑per‑mile eVED from April 2028 at 3p per mile for battery EVs and 1.5p for plug‑in hybrids, with rates rising annually in line with inflation.
  • Other confirmed measures for 2026 include lifting the zero‑emission ECS threshold to £50,000 on April 1, DVSA theory‑test first‑aid updates from early 2026, Fuel Finder data rollout plans, and Motability tax changes from July expected to add about £400 upfront.
