Overview

  • Logirail informed Supreme Court Judge Leopoldo Puente that its archives contain no record of who analyzed Montes’s curriculum vitae or produced a written evaluation.
  • The company said its standard process for temporary hires involved reviewing all available internal CVs but provided no evidence this procedure was followed in late 2019.
  • On May 21, Montes testified she was “enchufada” into Logirail through the intercession of former Transport Minister José Luis Ábalos and his advisor Koldo García.
  • She told investigators she sent her personal data to García before the hiring, alleged he drafted her CV, and denied any romantic involvement with Ábalos.
  • The absence of evaluation reports and missing communications has intensified scrutiny of potential influence peddling and procedural gaps in the procurement of public-sector contracts.
