Overview
- The Metropolitan Council approved an ordinance placing the Vías Nuevas de Lima concession under emergency status after Rutas de Lima, now in liquidation, warned it could stop operating around December 2.
- The municipality said it will activate Plan Verano 2026 to ensure maintenance, security, traffic management and operational support on the Panamericana, particularly during the Christmas and New Year travel surge.
- Mayor Renzo Reggiardo stated municipal equipment and an emergency operations scheme are ready to guarantee transitability, emergency response and risk reduction if the concessionaire withdraws.
- Rutas de Lima said court-ordered suspensions of the Villa and Punta Negra tolls wiped out revenues, exhausted cash reserves and left roughly S/25 million in monthly operating and maintenance costs and more than 600 staff it can no longer fund.
- The company rejected claims of voluntary abandonment, citing accumulated losses near S/2,000 million and outstanding arbitral awards, while the city emphasized the emergency declaration does not suspend its ongoing legal actions through the Procuraduría.
