Likhachev and Grossi to Hold Kaliningrad Consultations on Zaporizhzhia Plant Safety

The talks follow restoration of two external power lines that improved the plant’s power resilience.

Overview

  • IAEA Director General Rafael Grossi arrived in Kaliningrad on Thursday evening, with airport and Flightradar data indicating flight F3 6571 came from Marseille after departing Vienna.
  • Rosatom chief Alexey Likhachev and Grossi are scheduled to meet on Friday to review safety at the Zaporizhzhia nuclear facility and outline joint steps to prevent a nuclear accident.
  • Likhachev has said the broader security environment around the plant has not improved and he accused Ukrainian forces of striking residential infrastructure in Energodar.
  • The 14 November consultations are described as the seventh meeting between Rosatom and the IAEA, with previous sessions frequently held at Khrabrovo airport.
  • On 8 November the plant reported the restoration of the Dneprovskaya and Ferrosplavnaya-1 high‑voltage lines, which significantly bolstered external power supply after earlier outages.
