- TfL insists the document is a non-binding toolkit for boroughs rather than part of the next London Plan and confirms no measures have been formally adopted.
- Senior Conservative figures, including MP Nick Timothy, seized on the leak to accuse Mayor Sadiq Khan of waging a war on motorists and making life harder for drivers.
