Leaked Documents Suggest UAE Planned Gas Deals Ahead of COP28

President Biden to Skip Climate Talks, U.S. to be Represented by Climate Team

  • Leaked documents suggest the United Arab Emirates (UAE) planned to discuss possible natural gas and other commercial deals ahead of the U.N. climate talks, COP28.
  • The documents were reportedly prepared for COP28 President-designate Sultan Al Jaber, who is also the head of state oil giant Abu Dhabi National Oil Company (ADNOC).
  • The documents indicate ADNOC's interest in international LNG opportunities in Mozambique, Canada, and Australia, and a potential deal with Brazil's petrochemical producer Braksem.
  • The UAE also sought investments or cooperation on renewables or other climate change-mitigating action with several countries including Britain, China, Saudi Arabia, and the United States.
  • President Joe Biden will not be attending COP28, but the U.S. will be represented by a climate team including Special Envoy John Kerry.
