LDPR Submits Mother's Day Amnesty Plan for Women to State Duma

The proposal now awaits State Duma review.

Overview

  • LDPR leader Leonid Slutsky and party deputies filed the draft resolution on November 25.
  • The plan targets first-time offenders convicted of intentional minor or medium-gravity crimes who are mothers of minors or children with disabilities, as well as pregnant women, women over 60, women with disabilities, wives of disabled combat veterans, and certain single mothers.
  • Early release would apply to those who have served at least one third of sentences up to five years or half of sentences from five to ten years, with coverage also for conditional sentences and non-custodial penalties.
  • The draft provides for ending ongoing cases against qualifying accused women when the maximum sanction does not exceed five years or excludes imprisonment, and for lifting criminal records for those covered.
  • Crimes related to illegal trafficking of narcotic drugs and psychotropic substances are explicitly excluded from the proposed amnesty.
