LDPR Sends Bills to Government for State-Backed Alimony and a Minimum 'Parental Salary'

Both proposals now await a government review before any parliamentary debate.

Overview

  • On November 25, LDPR lawmakers led by Leonid Slutsky submitted two faction bills to the Russian government for review.
  • One draft would obligate regional social protection bodies to make temporary alimony payments after six months of ineffective enforcement, with the repayment claim transferring to the state body.
  • The second bill proposes a monthly benefit for non-working parents with two or more children from the birth of the second child until age seven, paid regardless of other state benefits.
  • The proposed benefit would be no less than the federal minimum wage, currently 22,440 rubles, and would be funded from the federal budget through the Pension and Social Insurance Fund.
  • Sponsors cite over 300,000 listed alimony debtors and a support gap after 18 months of existing childcare payments as the rationale for the measures.
