Lawmaker Seeks Removal of Reniec Chief Over Mass Data Disclosure as JNJ Opens Probe

Peru’s justice board opened a preliminary probe following the voter roll’s online release.

Overview

  • Congressman Edwin Martínez filed a formal complaint on November 5 asking the National Justice Board to dismiss Reniec head Carmen Velarde for alleged illicit mass disclosure affecting about 27 million people.
  • Carmen Velarde told a congressional commission the Lista del Padrón Inicial posted October 27–31 was required by the Organic Law of Elections and warned that skipping it could jeopardize the 2026 vote.
  • Reniec says the preliminary list displayed each voter’s name, DNI number, photograph, digitized signature, district, province, department and assigned polling table, and that it is not the final electoral roll.
  • The Jurado Nacional de Elecciones will review the preliminary roll, with Reniec scheduled to deliver it on November 13 under the electoral calendar.
  • Coverage notes a March 2025 data exposure that Reniec attributed to improper use of access by a Ministry of Interior user, fueling current privacy and security concerns.
