Water and Debris Flood Chamoli Hydropower Tunnel, Eight Workers Dead as Search Continues

Persistent monsoon rain filled a long section of the under-construction tail-race tunnel with chest-deep sludge, limiting access and forcing a slow, multi-agency search that has raised urgent safety questions.

Overview

  • A sudden surge of water and debris entered the THDC Vishnugad-Pipalkoti tail-race tunnel on Thursday evening, Aug. 13, trapping workers inside and triggering an immediate multi-agency rescue involving NDRF, SDRF, ITBP, the Army, CISF and local teams.
  • Rescuers have evacuated most workers but the confirmed death toll rose to eight after teams recovered another body on Saturday, and at least two workers remained unaccounted for as chest-deep water, heavy sludge and poor underwater visibility hampered operations.
  • Teams have used pumps, excavators and improvised drum rafts to clear roughly 900–1,800 metres of flooded tunnel while rotating rescue crews through hazardous, low-visibility conditions caused by continuing rain and seepage from subsurface cavities.
  • The tunnel is part of a THDC project being built by Hindustan Construction Company and THDC has announced ex gratia payments and medical support for victims, while state officials including Chief Minister Pushkar Singh Dhami have overseen the response on site.
  • The accident echoes earlier Himalayan tunnel disasters and is likely to intensify scrutiny of construction safety, worker protections and protocols for monsoon-season tunnelling in geologically fragile terrain, with investigators and officials expected to review site practices and risk controls.
