Landlord Terminations Jump 35% in Q3, Led by Planned Sales

Planned rule changes for March proceed unchanged despite concern over landlord exits.

Overview

  • RTB recorded 5,405 termination notices between July and September 2025, a 35% increase year on year and 14.3% higher than Q2.
  • 61% of notices cited an intention to sell, with 17.5% linked to a family member moving in and 11.5% to tenant breaches.
  • The share of tenancies provided by landlords with 100 or more properties has risen for nine consecutive quarters to 14.2%, indicating a shift away from smaller owners.
  • Registered tenancies increased 1.9% nationally and 4.3% in Dublin, while new-tenancy inflation eased to 4.7% in Q2 and RPZ property-level rent growth averaged 2.15%.
  • RTB director Rosmary Steen voiced concern but called for a measured view, and Housing Minister James Browne said the March rental legislation will not change.
