Overview
- Police submitted the court-ordered plan to the Lahore High Court as Basant’s limited return is set for February 6–8 in Lahore.
- The city will operate Red, Yellow and Green zones with motorcycles without antennas barred from Red zones and helmets required for riders and passengers there.
- Only registered kites with approved cotton string will be allowed, with QR codes for traceability and bans on glass-coated, chemical and metal strings backed by drone and social media monitoring.
- Authorities will deploy 5,000 free rickshaws, keep Quick Response Teams on standby, place rescue, health and traffic services on high alert, and coordinate with LESCO alongside a public awareness campaign.
- The government is weighing a Friday, February 4 holiday to create a four-day weekend, while Lahore plans decorations and permits park and rooftop events under SOPs as kite flying remains banned outside the city.
