Overview
- Deputy Commissioner Syed Musa Raza’s notification permits kite flying only on February 6–8 within Lahore district, with mandatory digital registration via the e-Biz app or basant.punjab.gov.pk now open.
- Manufacture and trade of approved materials are allowed from December 30 to February 8, while public retail sales are limited to February 1–8 through registered sellers displaying certificates and maintaining stock records.
- A complete ban applies to charkhi spools and nylon, plastic, metallic or chemically coated strings, with only cotton “pinna” string allowed under set specifications and QR-code traceability.
- Kite dimensions are capped within prescribed limits, motorcycle riders must install protective safety wires, and police have orders for zero-tolerance enforcement.
- Penalties under the Punjab Regulation of Kite Flying Ordinance 2025 include three to five years’ imprisonment and fines up to Rs2 million for hazardous strings, as a new petition in the Lahore High Court challenges the notification over safety concerns.
