Lahore Clears Basant 2026 Under Tight Controls With Kite Flying Limited to Feb 6–8

Overview

  • Deputy Commissioner Syed Musa Raza issued the notification and opened digital registration on Dec 29 via the e‑Biz app and basant.punjab.gov.pk.
  • Legal manufacture and trade are allowed from Dec 30, 2025 to Feb 8, 2026, with public sales restricted to Feb 1–8.
  • Charkhi spools are outlawed, hazardous nylon, plastic, metallic or chemically coated string is barred, and only approved cotton thread in pinna form is permitted.
  • Registered sellers, kites and string makers will be linked to QR codes, with shop certificates displayed and records of stock, sales and movement maintained.
  • Penalties under the 2025 ordinance include three to five years in prison and fines up to Rs2 million for dangerous string, a kite‑flying ban for under‑18s with escalating fines, and mandatory safety wires for motorcyclists.
