Ladakh Groups Submit 29-Page Plan to MHA Seeking Statehood, Sixth Schedule, and Amnesty

The Home Ministry is reviewing the draft to set up the next round of talks.

Overview

  • Leh Apex Body and Kargil Democratic Alliance delivered a comprehensive proposal to the Home Ministry outlining full statehood with safeguards under a proposed Article 371-K and extension of Sixth Schedule protections.
  • The draft envisions a 30-member legislative assembly with 28 seats reserved for Scheduled Tribes and retains the existing Jammu & Kashmir and Ladakh High Court’s jurisdiction.
  • The proposal urges a general amnesty for those arrested after the September 24 clashes, explicitly seeking the release of climate activist Sonam Wangchuk, who is detained under the National Security Act.
  • Talks between Ladakh leaders and the Centre resumed after the government ordered a judicial inquiry led by a retired Supreme Court judge into the September 24 violence that left four dead and nearly 100 injured.
  • Ladakh lieutenant governor Kavinder Gupta acknowledged concerns over “imbalanced” representation in the talks and said he has submitted a report to the Home Ministry while emphasizing a consensus-driven process within the Constitution.
