Overview
- People over three who receive PIP mobility and score 10 points on descriptor E for planning and following journeys qualify automatically due to overwhelming psychological distress.
- Automatic entitlement also applies with a PIP ‘moving around’ score of eight or more, the higher rate of DLA mobility, or the War Pensioners’ Mobility Supplement.
- Veterans who received Armed Forces Compensation Scheme lump sums at tariffs 1–8 and are certified as permanently and substantially disabled in walking are eligible.
- Non‑benefit routes include severe sight impairment, life‑limiting illness with an SR1, severe disability in both arms preventing use of pay‑and‑display machines, young children needing bulky medical equipment or to stay near a vehicle, and severe difficulties planning journeys or controlling behaviour.
- Councils remain responsible for assessing applications, borderline cases may be considered at discretion, and applicants must provide evidence to support their claim.
