Labor Ministry Details Paid Leave for Caregivers as Government Releases Over 10 Billion Rubles for Support
The clarification confirms accrual to 24 consecutive days with pay at average earnings to bolster families caring for disabled people.

- One parent or guardian of a child with a disability is entitled to four additional paid days off each month, which since September 1, 2023 can be accumulated and taken as up to 24 consecutive days within a calendar year.
- Each additional day is paid at the employee’s average earnings as defined by law, the Labor Ministry said.
- The ministry also cited protections such as a ban on dismissing single mothers or those raising a disabled child without the mother, and noted collective agreements may grant up to 14 days of unpaid leave.
- The government allocated more than 10 billion rubles from its reserve fund, including over 4.8 billion rubles for regional pension top-ups for non-working pensioners in 19 regions, ensuring payments to more than 1.2 million people.
- More than 5.2 billion rubles will go to the Social Fund to cover monthly care payments for children with disabilities and persons with childhood-onset group I disabilities, reflecting a rising number of recipients and a 2025 eligibility expansion to other non-working caregivers.
