Kyiv Reviews U.S.-Backed Peace Plan Under Pressure as Europe Objects

Reports say Washington set a one-week deadline and warned support could be cut if Kyiv refuses.

Overview

  • The White House says President Trump supports a 28-point draft that would require Ukraine to cede territory, cap its forces at about 600,000, forgo NATO membership and accept de facto Russian control of Crimea and parts of Donbas in exchange for vague security guarantees.
  • A U.S. Army delegation led by Secretary Dan Driscoll and Gen. Randy George presented the proposal in Kyiv, where President Volodymyr Zelenskyy said teams are now working through the details and that he expects to speak with Trump soon.
  • Two sources told Reuters, as cited by Newsweek, that the U.S. urged Ukraine to accept the framework within roughly a week and warned that military and intelligence assistance could be curtailed if Kyiv resists.
  • Ukraine’s national security chief Rustem Umerov denied approving the plan’s terms after a senior U.S. official claimed he had agreed to most of it and presented it to Zelenskyy.
  • European leaders including Kaja Kallas and France’s Jean-Noel Barrot rejected any deal seen as capitulation and insisted Europe and Ukraine must be part of any agreement, while the Kremlin said no formal consultations are underway.
