Kyiv Prosecutors Notify Two KMDA Department Heads of Suspected Negligence Over Podil Ferris Wheel

The case stems from a temporary holiday attraction that stayed on Contractova Square after its permit lapsed.

Overview

  • Suspicion notices were issued to the directors of KMDA’s Departments of Land Resources and Territorial Control for allegedly failing to reclaim communal land and pursue required legal measures.
  • Prosecutors report the Ferris wheel was authorized only as a temporary New Year–Christmas attraction, received several extensions, and was not dismantled after the control card expired.
  • Since 2023, Podil RDA improvement-control officers repeatedly demanded permit documents from the entrepreneur and informed KMDA, which prosecutors say did not properly respond.
  • The criminal investigation is being conducted by investigators of the Podil Police Department under the procedural guidance of the Podil District Prosecutor’s Office.
  • In June 2025, prosecutors filed a suit in the Commercial Court of Kyiv to compel dismantling of the attraction on Contractova Square, and they earlier sought a court order to arrest and prohibit its operation due to its unsatisfactory condition.
