Kuss's team Jumbo-Visma completed a historic treble by winning all three Grand Tours this year.
Kuss took over the lead after Stage 8 and maintained it through the end of the race.
The 2024 Vuelta will begin in Portugal with the opening stages in Lisbon, Oeiras and Cascais.
